PMO Portfolio Assessment — February 2026
  • Portfolio trajectory is positive — average score has improved from 59 to 71 over 6 months (+20%). However, 4 projects (Rank 17–20) are on the watchlist and require immediate contractor engagement.
  • Coastal Highway Package 7 (Score: 44/F) has deteriorated 9 points in one month, driven by logic deletions and complete removal of resource assignments. This contractor has been issued a Schedule Compliance Notice and has 10 days to provide a remediation plan.
  • Resource Loading remains the systemic failure point across 17 of 20 schedules. A PMO workshop is scheduled for 15 Mar 2026 to address resource loading best practices and provide template resource libraries to all contractors.
  • Top 3 projects demonstrate that scores of 88–94 are achievable in this program. The PMO will facilitate peer knowledge transfer from Cascade Tunnel Rehabilitation team (Score 94) to the bottom quartile contractors.
  • Target for May 2026 review: Portfolio average ≥75, no project below 55. Projects below 55 at May review will be subject to Schedule Oversight Intervention.
