WBS structure follows the EPC phasing: Engineering → Procurement → Construction → Commissioning with discipline branches at Level 2. NWF.MECH represents 41.6% of total budget and is the schedule-driving discipline, dependent on NWF.CIV.020 (foundations) for turbine erection access. The critical milestone is first power to grid (NWF.COMM, Q4 2027) which has a regulatory deadline under the grid connection agreement with the national TSO.
